7:45 PM D. Business Improvement District in Ballston (Partnership). We are pleased to welcome Julie Martin Mangis, Executive Director, Ballston-Virginia Square Partnership, 2807 N. Glebe Rd., Suite 515, Arlington, VA 22207, 703-528-3527, Fax: 703-528-0311, ballstonvasquare@aol.com . Presentation of the Ballston Business Improvement District (BID) proposal. Julie will be accompanied by Kelly Shooshan of The Shooshan Company, who is a member of the BID Steering Committee.

A group of Ballston business property owners is moving forward with plans to establish a BID, similar to ones that have already been established in Rosslyn and Crystal City. The goal is to bring enhancements to the area making Ballston more visible and vibrant. In the Winter '07 publication Ballston-Virginia Square Buzz , a BID was described as a defined geographic area in which supplemental services to those supplied by local government are provided and non-exempt property owners are assessed a fee in addition to normal real property taxes in order to support the delivery of these supplemental services. The goal is a clean, lively, safe and visually comprehensible environment with desirable amenities for business operations.

It is important to know that none of the Ballston single family or townhouse developments is located within the BID boundaries and the Ballston BID proposes to exempt residential condominium properties. I'm sure that will be a consideration for most BVSCA members.

8:30 PM E. Presentation by Arlington County Environmental Management Office: Relocation of the Quincy St. Recycling Center to the Kirkwood Rd. "industrial site" where the sand is stored for water filtration. Our guest tonight is Michael Clem, Program Manager, Environmental Management Office, Solid Waste Bureau/DES, Arlington County Government, 703-228-6491 mclem@arlingtonva.us.

Arlington County Government is relocating the recycling center currently located on Quincy Street due to the Founders Square development. The County is proposing to move the site to two locations and lower the number of containers at a site from four to two. "The two sites are in the Ballston-Virginia Square homeowners association since that is where most of the users of the current recycling center live and work." The first site is in Quincy Park at the corner of Washington Blvd. and N. Quincy St. The second is on Kirkwood Rd. on the access road to a county 'pumping station'. Available are some photos showing these sites. (Corts has copies.)

We will discuss the proposed Recycling Center Relocation on Kirkwood Rd. At issue are some of our members' opinions about the "industrial facility" at the site where the pumping station operation stores material. We appreciate Arlington's program to work with BVSCA on this issue. We hope to have neighborhood issues resolved prior to the County meeting in December. Much discussion and some correspondence has already been completed. Important dates pertaining to this matter are December 3 (Planning Commission Meeting) and Dec 13 (Board Meeting).

9:15 PM F. Routine Business. Treasurer, Secretary, Committee reports if necessary. Comments on activities of the Arlington County Civic Federation: Any ACCF representative who attended can summarize if practical.

Important Reminder. BVSCA now has parking garage arrangements in the Ballston Station Building, 4301 N. Fairfax Drive. Bring your Colonial Parking ticket to the meeting; we will stamp it with a mark (BVSCA Arlington, VA) that the attendants recognize. The parking garage entrance is on the building's east side, 1000 block of N. Taylor St. Elevators will bring you from garage to street level. You must exit the building on the ground floor to enter our meeting room on the N. Utah St. side.

Ballston-Virginia Square Civic Association Information

BVSCA meetings are normally held on the last Tuesday of alternate months. (2008-Jan 29, Mar 25, May 27, Jul29, Sep 30, Nov 25). The location is the public meeting room behind (north of) the Willow Restaurant, northeast corner of N. Utah St. and Fairfax Dr., Ballston Station Building (4301),Arlington. The entrance is the fourth set of green doors, 1000 block on N. Utah St. Parking is authorized in building for BVSCA members who present stamped tickets when leaving on scheduled meeting days.
