Outline Agenda for Meeting 27 November 2007

BVSCA meetings are normally held on the last Tuesday of alternate months beginning with January. The location is the public meeting room behind (north of) the Willow Restaurant, northeast corner of N. Utah St. and Fairfax Dr., Ballston Station Building (4301), Arlington. The entrance is the fourth set of green doors, 1000 block on N. Utah St.

News and issues to be discussed and resolved:

  1. New manager of the Yahoo Groups BVSCA List Serve as of 20Sep07: Whitney Wilson
  2. Special Assignments: Theresa Smith served on a panel that edited questions put by citizens to candidates for election. AAUW Candidates Forum 01 October 2007, Arlington Central Library
  3. Appointment of a Newsletter Editor (Nia Bagley)
  4. Program Committee (not needed yet)
  5. Consider a Membership Committee
  6. Name a Parliamentarian
  7. Research BVSCA obligations to the Civic Federation (verify representatives)
  8. Site Plans: A review of intentions of developers for construction of new buildings, facilities, services, etc. in the BVSCA area. Volunteers are needed who are interested in attending some of these site plan meetings for BVSCA. At times, BVSCA comments in writing.

7:45 PM Arlington County Police Department Information. Captain Kevin Reardon, former 2nd District has been reassigned to Intelligence/Homeland Security. Farewell and congratulations on the transfer/promotion, and the new challenges. New Captain assigned-Captain Franz Desamour. BVSCA is now in the Police Department's new 1st District. Four former police districts have been reorganized into three. Corporal David Green Jr., Operations Division, has been assigned as liaison to BVSCA. We are free to contact him with questions or requests at 703 228 4348.

8:00 PM Presentation on New Plans for Hot Lanes Construction on I95/I395 (estimated 15-20 minutes).

I'm working with VDOT and the HOT Lanes Project Team on community outreach for the I-95/I-395 HOV/Bus/HOT Lanes Project. Construction is scheduled to begin as early as next year so we are trying to educate the surrounding communities about the project: 15-20 minute briefing on the project. Attached is a project fact sheet to give you a little more information about the project.

Background: (Exerpt from the attachment) The Virginia Department of Transportation (VDOT) is partnering with Fluor-Transurban to develop an innovative project to relieve congestion on one of the nation's most heavily traveled roadways. It's all about providing new choices that benefit everyone.

8:30 PM Mixed-Use development of Founders Square, the WMATA bus yard site in Ballston, on the block east of the Ballston Common Mall. Palmer Harned, Development Assistant, The Shooshan Company, LLC, 4001 Fairfax Drive, Suite 125, Arlington, VA 22203; 703 527 8600 ext 224.

She would like to discuss the project and listen to feedback as they prepare their 4.1 Site Plan with Arlington County later this fall. The letter follows:

To Ballston-Virginia Square Civic Association, c/o Daniel Corts, October 12, 2007. The Shooshan Company is real estate development firm based in Arlington, Virginia and founded in 1986. Our teams have overseen the development of several successful projects in the Ballston and Virginia Square submarkets and are now completing the final phases of our most recent mixed-use development, Liberty Center, located in the heart of Ballston. We are also in the design stage of our next project, Founders Square, which is currently planned for the WMATA bus yard site in Ballston, on the block east of the Ballston Commons Mall. Our proposed plans for Founders Square include components of Class "A" office space, luxury residential units, and upscale retail storefronts. Founders Square will bring high quality mixed-use development to the local community complimenting the soon to be completed Liberty Center project located directly across the street.

We would very much appreciate the opportunity to meet with the Ballston-Virginia Square Civic Association to share information about our project and to listen to your feedback as we prepare to file our 4.1 Site Plan with Arlington County later this fall. 9:00 PM Neighborhood Conservation Advisory Committee (NCAC): Recent submission of Phase I data for BVSCA's Neighborhood Infrastructure Plan to Arlington County project person Sena Wijesinha 07Sep07.

NCAC update covering new project funding and approval in the coming months. New procedures for awarding points to projects proposed are being studied. Work has been on hold for over a year due to construction backlog and available funding. Cost overruns cause delays in scheduled work. By now, likely all neighborhoods have finished and submitted their work.
