Agenda for Annual Meeting Tuesday, 29 July 2008
Important Reminder. BVSCA now has parking garage
arrangements in the Ballston Station Building, 4301 N. Fairfax
Drive. Bring your Colonial Parking ticket to the meeting; we
will stamp it with a mark (BVSCA Arlington, VA) that the
attendants recognize. The parking garage entrance is on the
building's east side, 1000 block of N. Taylor St. Elevators will
bring you from garage to street level. You must exit the
building on the ground floor to enter our meeting room on the N.
Utah St. side.
Annual Meeting Mini-Buffet. Alex Topchy, owner of the
Marvelous Market and a regular BVSCA meeting contributor catered
our food selections for this evening. We have spent almost no
money on our members or for meetings in recent years. It was
time to spring for the treats!
7:00 PM A. Discussion and planning by officers and
representatives until 7:30 pm.
7:30 PM B. Snacks and drinks are available at the table. All
are welcome to sample these while we meet. Arlington County

8:00 PM C. Founders Square Developments Update.
BVSCA has benefitted from reports and on-site visits regarding
proposed work during this past year. This project will construct
high security offices and other commercial spaces in the area
east of Ballston Common on the site of the Washington
Metropolitan Area Transit Authority (WMATA). Kevin
Shooshan and his associates are eager to share their plans
with the surrounding communities that will be directly affected
by the construction of this facility. The Shooshan Company has
routinely provided information to the Ballston-Virginia Square
Civic Association and others. BVSCA has members on a County
Board sponsored committee for decision-making on this
construction. Our contact for this meeting is once again

present, the meeting will come to order.

of the people who support the BVSCA in various capacities. Much
work is invisible to us but is handled very well on our
behalf.

Review the procedure for joining BVSCA: application to
President or Treasurer, payment of dues, name and key information
to List Serve Owner for placement on official roster.
Membership dues collection needs more emphasis so members
maintain active status, their name on the BVSCA roster to keep
the contact, programs and events can be financed,
etc.
Vote on dues structure, if changed from previous year:
amount, cycle of payment. Is it wise to change this?
Discuss.
Post cards when membership is due. Flag the newsletter
when membership payment is due.
Discuss any suggested changes to the BVSCA By-Laws (furnish
copies and specify the paragraphs and wording to be changed).
Reluctance to change By-Laws.
Other new business. Program Committee (Should we have one?)
Should we consider establishing a Membership Committee
(coordinate with Treasurer)?
9:30 PM G. Neighborhood Conservation Advisory Committee
(NCAC)
Robert Preiss, Representative; Whitney Wilson, Alternate
NCAC update covering new project funding and approval. New
procedures for awarding points to projects proposed have been
developed. (See Change in capital project schedule
2008-priorities.)
BVSCA Project N436: Final phases of this curb, gutter,
sidewalk, grass area work in the 1200 Block of N. Vernon St.
(2004 Bond). A 90% Design Review will be scheduled with
residents soon.
9:45 PM H. New business:
Consider these options and any others proposed:
- Arlington Civic Federation (new President Frances Finta died
in June);
- Pros and cons of Accessory Dwellings-a key zoning topic in
Arlington. Details were furnished by the neighborhoods, Housing
Committee, Traffic Committee, etc. and a solution or compromise
was reached. Ideas and opinions among people and organizations
varied widely. The Arlington County Board's approved changes in
the Zoning Ordinance after an open meeting held on Saturday, 19
July 2008. In general, apartments of limited size occupied by
not more than two persons not related to the homeowner will be
allowed in single-family homes. Separate housing units are not
approved. Details and reasoning are furnished on the Arlington
County web site and in the newspapers.
- Neighborhood Conservation Advisory Committee (NCAC) work;
- Discussion of options for community future work (streets,
parks, etc.);
- Site plan attendance by some BVSCA members (Peck/Staples,
Founder's Square, St. Charles School);
- BVSCA review of School Board Plan is coming soon (August);
- Recent United Bank accounts arrangements etc;
- Discussions of the Arlington County department activities;
- Offer of lecture on Self-Protection;
- Recommendations about Home Repair options.

Any ACCF representative who attended can summarize if
practical.

Ballston-Virginia Square Civic Association Information
BVSCA meetings are normally held on the last Tuesday of alternate
months. (2007-Sep 25, Nov 27; 2008-Jan 29, Mar 25, May 27, Jul
29, Sep 30, Nov 25). The location is the public meeting room
behind (north of) the Willow Restaurant, northeast corner of N.
Utah St. and Fairfax Dr., Ballston Station Building (4301),
Arlington. The entrance is the fourth set of green doors, 1000
block on N. Utah St. Parking is authorized in building for BVSCA
members who present stamped tickets when leaving on scheduled
meeting days.
