The Association has received a copy of the Annual Consolidated Plan for Fiscal Year (FY) 1998 for review. The Three-Year Consolidated Plan for FY 1996 to 1998 offers a vision to guide housing, homeless, and community development goals and strategies within the County and provides a comprehensive overview of federally-, state- and locally-funded programs in those areas. The County prepares an annual Consolidated Plan to describe its anticipated uses of funding from the following U.S. Department of Housing and Urban Development (HUD) programs: 1) Community Development Block Grant (CDBG); 2) HOME Investment Partnerships (HOME); 3) Emergency Shelter Grants (ESG); and 4) Housing Opportunities for Persons with AIDS (HOPWA).

In FY 1998 Arlington will receive almost $4 million from those four HUD programs. The annual Consolidated Plan focuses on:

  1. proposed FY 1998 housing and community development activities;

  2. actions to address barriers to fair housing;

  3. some new privately-funded housing programs; and

  4. the draft Consolidated Plan Citizen Participation Plan.

Interested parties may comment on the proposed funding allocations at the following public hearing:

Tuesday, March 4, 1997 at 7:00 p.m.: This is the County Board hearing on the proposed FY 1998 County Manager and School Board expenditure budgets and on the Annual Consolidated Plan. The hearing will be held at Kenmore Middle School, 200 South Carlin Springs Road.

Interested parties may comment on non-financial issues in the draft Consolidated Plan, e.g., the proposed Citizen Participation Plan, fair housing issues, etc., at these two separate hearings:

Thursday, March 20, 1997 at 7:30 p.m.: The Housing Commission and the Community Development Citizens Advisory Committee (CDCAC) are jointly sponsoring this hearing to be held in Conference Room C, 2100 Clarendon Boulevard.

Saturday, April 12, 1997 at 9:00 a.m.: This is the County Board's final public hearing on the Consolidated Annual Plan before it considers adoption of the plan and its proposed Citizen Participation Plan. The hearing will be held in the County Board Room, 3rd Floor, 2100 Clarendon Boulevard.

Persons needing amplified listening devices, interpreters or language translation services at either hearing may telephone 703/358-3130 (TTY 358-4611) to make arrangements.

Individuals and groups providing comments are encouraged to submit them in writing either at one of the public hearings, or to Fran Lunney, Housing and Neighborhood Division, DCPHD, 2100 Clarendon Blvd., Suite 701, Arlington, VA 22201 by March 21, 1997. Comments may also be made by telephone or fax. The plan is scheduled to be considered for approval by the Arlington County Board on April 12, 1997. The plan is expected to be submitted to HUD on or before May 15, 1997.
