BVSCA MEMBERSHIP MEETING 7:30 P.M.

Meeting at the National Rural Electric Cooperative Association (NRECA), 4301 Wilson Boulevard, Arlington, Virginia, 22203-1860, Ellipse Conference Center (Room CC2), Free Parking for Membership Meeting, Garage Entry Up to 8:00 P.M. (See Details Below)

Membership Meeting (7:30 - 9:00 p.m.).

1. Public Comment. (7:30 to 7:45 p.m.).

2. Girl Scout Council. The field director in Arlington for the Girl Scout Council of the Nation's Capital, Ms. Jewel D. Scott, will make a presentation on their program. (7:45 to 8:00 p.m.).

3. Arlington's FY 2000 Small Parks Program. President Ragland will make a presentation on Arlington's FY 2000 Small Parks Program. Through the Small Parks Program, the County awards grants to citizens and community groups to implement small capital improvements and beautification projects for County parks, recreation facilities, and open space in their neighborhoods. Since the program began in 1978, more than 150 projects have been funded. These include, such projects as: upgrades to totlots, sports or building amenities, fencing, drinking fountains, park furniture or landscaping. The maximum Small Parks grant is $10,000. The deadline for submitting the letter of intent for this year's program is May 17, 1999, and the deadline for the final application is September 30, 1999. The presentation will include a brief discussion of the County guidelines for what makes a project eligible and a summary of previous approved projects from FY 1991 to FY 1999.

Following the Small Parks Program presentation, members present at the meeting will consider possible alternative projects, as time permits. Members present will then select one project from the alternatives considered to recommend to the Parks and Recreation Commission for FY 2000. The Association has successfully submitted Small Parks project recommendations in the past. For example, in FY 1994, the Association's application for a Small Parks project at Oakland Park was recommended for approval by the Parks and Recreation Commission to the Arlington County Board. This implemented project included picnic tables, benches, trash cans, a gravel path, and a sign, with a total estimated value of $6,083. (8:00 to 8:45 p.m.). (Action Item).

4. Nominating Committee. Election of a three-member Nominating Committee to report a Slate of Candidates for Election at our May Annual Meeting, on May 25, 1999. (8:45 to 9:00 p.m.). (Action Item).

1998-'99 Membership Meeting Schedule. Monthly Membership Meetings of the Ballston-Virginia Square Civic Association are scheduled at the National Rural Electric Cooperative Association (NRECA), 4301 Wilson Boulevard, Arlington, Virginia, Ellipse Conference Center (Room CC1 except as noted) for the following Tuesday evenings: 05/25/99. For your information, NRECA provides free garage access for one hour at NRECA's underground parking garage for participants attending the BVSCA Membership Meeting (30 minutes prior, to 30 minutes following, the starting time of our meeting). The garage's automatic exit device allows exit-only traffic after the garage is closed.
